Dr Bernard Lee, CEO of HedgeSPA, said that covered bonds give the banks an opportunity to recycle their capital. However they may not be the best compared to traditionally mortgage-backed securities. His hunch is that this might be a way for regulators to test the market and over time, it will be a way to develop a more mortgage-backed securities market.
